But they have to gather 1 million verified signatures in just 12 months after their proposal is submitted. Most initiatives fail because they start from scratch, and don't receive enough signatures.

What is the European Citizen Initiatives (ECI) process?

1. Proposal submitted to the Commission Legal admissibility check.

2. Signature collection Let’s shortcut this to mass-file ECIs. Proposals have 1 year to collect 1 million signatures in at least 7 member states.

3. Signature verification Member states verify all signatures and issue certificates.

4. Commission meeting and public hearing in Parliament Present proposal and legal arguments in detail.

5. Commission assessment Evaluation of legal and policy implications.

6. Commission communication (1) Legislative proposal, (2) partial action or (3) no legislative action.

7. Legislative proposal (1) A final proposal will be drafted and voted to become law in all member states.
